The Ministry of Commerce sponsored the Press Release on Agricultural Exports 2005 in Beijing on November 29, 2005, and Yu Guangzhou, Vice Minister of Commerce attended and addressed the press release.
Distinguished guests, friends from media,
We are here today to hold Press Release on Agricultural Exports 2005. On behalf of the Ministry of Commerce of China, I would like to extend my warm welcome to all friends present here toady.
In the 96th CECF last September, the Ministry of Commerce held press release of Guidance for Export of Agricultural Product. Through joint efforts for one year, agricultural exports obtained great progress, and information service stepped into a new stage. I am glad to take this opportunity to make brief introduction on work of information service of agricultural exports.
The agricultural exports emerges a good momentum of growth. In January through October, agricultural exports was US$21.79 billion, up by 21.4%; export of gardening product, sea food, livestock and poultry product was US$14.6 billion, up by 19.3%, maintaining a fast growth; export of corn was US$7.58 million tons, up by 292%. And export to Japan, EU, ROK, US, Hong Kong and ASEAN amounted to US$17.7 billion, up by 18.8%. In January through October, export of 5 provinces of Shandong, Guangdong, Zhejiang, Liaoning and Fujian was over US$1.5 billion, and export growth of Jilin, Xinjiang, Inner Mongilia, Hei Longjiang, Gansu was over 50%. Export growth of agricultural product promoted income increase of farmers, and played an important role in structure adjustment of agriculture industry and local economic development.
However, we should also understand that there is still a long to go to become a big agricultural power and big trading power, and there are some disadvantageous factors restricting development, such as the enterprise being little in scale, weak, and capacity to break technological barrier being inadequate, quality and safety of the products waiting for improvement, and policy support to promote export waiting to be perfect. Agricultural exports in 2006 will be confronted with severe situation. New rules and regulations on food safety of EU and Japan will be implemented next year, in particular, Japanese "positive list" system refers to indicator for 734 residual agricultural chemicals in foods, which raise import standard of agricultural product greatly, and affect Chinese advantages in such agricultural products as tea and vegetable. Spreads of the epidemic bird flu all over the world will bring affection on world trade of agricultural product especially poultry product.
To expand agricultural exports is an important way to promote increase of farmers’ income and step up opening-up of agriculture industry and transformation of growth way of foreign trade. Therefore, the Ministry of Commerce pay great importance to expanding agricultural exports consistently, and carry out work in four aspects. First, formulate "11th Five-Year Planning, of agricultural exports, analyze the future international environment for agricultural exports, competitive advantage and existing problems, and put forward the developing goal and policy & measures to expand agricultural exports. Second, promote export of organic agricultural product. The Ministry of Commerce join hands with the Administration of Certification and Accreditation to start training for export of organic agricultural product, helping enterprises and local departments study advanced experiences and know latest development information. Third, support enterprise to expand international market. In 2005, the Ministry of Commerce organized 145 enterprises from 20 provinces and cities to attend Cologne International Food Fair. Fourth, endeavor to promote credit insurance for agricultural export. Under joint efforts of the Ministry of Commerce, Ministry of Finance and especially China Export & Credit Insurance Corporation, credit insurance for agricultural export obtained great achievements. In January through September, China Export & Credit Insurance Corporation provided insurance for agricultural exports with US$1.09 billion, 1.5 times of total in 2004; insured enterprises were about 500, higher than that in 2004.
Furthermore, we strengthen information service of agricultural exports in 2005. The current international market changed from minute to minute, rules of multilateral agricultural trade and policy of agricultural product trade were adjusted constantly, inspection and quarantine standards for import and technological trade barrier become higher, so that the risk of agricultural exports increased and cost of enterprises increased as well. To get information on production and trading of agricultural product quickly became a prerequisite for export enterprises to be winners in the international competition. To efficiently protect agriculture industry and improve competition of their own country, developed countries take various measures to support agriculture development. Some developed countries of US, France and Japan have established perfect agricultural information system to provide service for agricultural production and trade.
Export enterprises of agricultural products of China are about 16 thousand, among which there are 449 enterprises with annual export over US$10 million, and over 10 thousand small and medium enterprises with export under US$1million, accounting for 70% of the total. These small and medium enterprises need help of government and associations for they entered the export market not long ago, little in scale, inadequate in information and weak in risk resistance.
The Ministry of Commerce tried to improve information service and got initial achievements to solve information scantiness and create good competitive environment. In 2005, we revised and published monthly statistics of agricultural product of China, and monthly report for important agricultural exports, established a topic of agricultural product on website of MOFCOM, continued to organize experts to compile export guidance for important market and commodities. We established information service system for agricultural exports, regarding website of MOFCOM as a platform, local websites and association websites as channels to develop public information.
Information service for agricultural product is an important part of system of public business information service and a long term work to promote agricultural exports in the future. The work can't be done well without cooperation and help of each department, local government, export enterprises and media. The press release today is to promote information service system for agricultural exports and make more enterprises and related department know the system better; meanwhile, we hope to strengthen contact and exchange with all circles, solicit opinions, perfect the system and promote agricultural exports better, play important role in increasing farmers' income, jobs in countryside, promoting structure adjustment of China agriculture industry and promote rural construction under socialism.
China is a big agricultural country and it is a long term important work for CPC and Chinese government to solve Problems of China's Agriculture, Rural Areas, and Farmers. The CPC Central Committee and the State Council attach great importance to agricultural exports. We will solicit opinions from all circles and continue strengthening support for agriculture product export, and providing better service for export enterprises, developing and innovating, and joining efforts with all circles to make agricultural exports to a new high.
