| Promoting China's Exports through In-depth Reform of the CECF |

On April 14, the Steering Committee of the 97th Chinese Export Commodities Fair (CECF) held a meeting, during which Vice Minister of Commerce Yu Guangzhou made four instructions about the 97th CECF. First, efforts must be made to strengthen the role of the leadership, to improve various measures and mechanisms in order to ensure the CECF goes smoothly and safely. Second, efforts must be made to attract better exhibitors, offer higher quality service, and deepen the reform of the CECF. Third, attention should be paid to regulating the order and well organizing the Fair so as to stimulate the signing of export contracts. And forth, emphasis must be put on teamwork, cooperation and earnest efforts in every aspect to make the CECF a success.
Mr. Yu Guangzhou pointed out that as the last year for the tenth Five-Year plan, 2005 was an important year for implementing and following through the scientific concept of development and maintaining favorable economic development. Currently, China's commerce-related endeavors were confronted with both opportunities and challenges, and both conditions for steady development and contradictions, in the international and internal environment; We must have a clear understanding of the situation and the responsibilities on our shoulder, on the basis of which we should give full play to the role of CECF as an export platform in promoting China's exports and the transformation of the export commodity mix and the mode of foreign trade growth.
Mr. Yu Guangzhou said that for a long time, the CECF had played an irreplaceable role in China's foreign trade development by sticking to reform and innovation and unremittingly meeting the requirements of the new circumstances of reform and opening up. Currently, as China's foreign trade development entered a new stage, the CECF, the most important export platform, should provide service to promoting the transformation of the mode of foreign trade growth, and attract the best enterprises and most superior products. Qualifications for exhibitors were amended this year. The newly elevated qualifications would stimulate the existing exhibitors to improve themselves on the one hand, and attract new good enterprises from different localities and sectors to participate in the Fair on the other. Consequently, the composition of the exhibitors and the structure of products on display would be upgraded.
Mr. Yu Guangzhou emphasized that reforming the CECF was the natural requirement of building up and following through the scientific concept of development, and the urgent call of the fierce competition in China in the field of convention and exhibition. Under the guidance of the important thought of "Three Represents", we should proceed the reform initiatives from the consideration of whether the exhibitors and buyers welcome, advocate or are satisfied with them or not, taking human-centered measures in the indepth reform of the CECF for the purpose of upgrading it.
Mr. Yu Guangzhou spoke high of the efforts of IPR protection in the CECF. He said that in recent years the CECF did a lot of very effective work, it was therefore listed by the State Council as one of the good examples in the national IPR protection endeavors during conventions and exhibitions. The 97th CECF further strengthened its IPR protection arm to attack IPR infringement, purify the trading environment, and maintain the good image of CECF among Chinese and foreign businesses.
Finally Mr. Yu Guangzhou said that educational activities on maintaining the advanced nature of CPC members were going on intensively with practicing the important thought of "Three Representatives" as its core. All relevant departments, exhibitors and chambers of commerce involved in the CECF should earnestly engage themselves in the activities while doing a good job in the business and safety affairs, so that the two tasks of learning and working could go hand in hand.
Relevant leaders from the Guangdong Provincial and Guangzhou Municipal Government also addressed the meeting. Present at the meeting included people representing the chambers of commerce and exhibitors.
Mr. Yu Guangzhou toured the Liuhualu Exhibition Hall and Bazhou Exhibition Hall of the CECF on that day.
